About Andrew
Andrew Parker has practiced law in Minnesota and before several federal courts. He built a career that spans private practice, firm founding and civic engagement. Colleagues and clients have encountered him in courtrooms, boardrooms and community meetings.
Parker earned a B.A. in political science and economics from the University of Minnesota, Twin Cities in 1983. He went on to complete both a J.D. at the Walter F. Mondale School of Law and an M.A. in public affairs from the Hubert H. Humphrey Institute in 1988. His academic background combines legal training with public policy study.
Early in his professional life he served on legislative staff at both the federal and state level from 1983 to 1984. After finishing law school he joined Popham Haik as a shareholder and lawyer in 1988, a role that marked his entry into private practice and litigation work.
Parker has been a builder of firms. He co-founded Smith Parker in 1995 and later helped establish Parker Rosen in 2005. In 2017 he became a founding partner of Parker Daniels Kibort. Each move traced a trajectory from practitioner to firm leader, and each firm has reflected shifts in partnership and practice structure over time.
He is admitted to practice in Minnesota and Arizona, and he holds admissions to several federal forums, including the U.S. Tax Court, the U.S. Supreme Court and the Eighth Circuit Court of Appeals. Those credentials signal work that has extended beyond state trial courts into appellate and specialized federal venues.
Parker’s civic and professional involvement runs long and varied. He co-founded the Minnesota chapter of the American Israel Public Affairs Committee in 1999 and served as its chair through 2004. Since 2013 he has served on the board of the Minneapolis Jewish Federation, and since 2014 he has been on the board of the Jewish Community Relations Council of Minnesota and the Dakotas while co-chairing the Twin Cities Benjamin Cardozo Society steering committee. He was a delegate to the Israel International Legal Affairs Conference in 2013 and chaired the Charitable Giving Committee at Oak Ridge Country Club in the late 1990s and early 2000s.
Today Parker practices as a founding partner at Parker Daniels Kibort. He represents clients in matters that require state and federal court representation, including proceedings before tax and appellate tribunals.
