About William

William Bray earned his undergraduate degree from the College of William and Mary, completing a B.B.A. in finance and marketing in 2015. He remained at William & Mary for law school and received his J.D. from the Marshall-Wythe School of Law in 2018. Those years in Williamsburg shaped both his legal training and his ties to the local business community.

He began his legal career soon after graduation and now practices at Otey Smith & Quarles. Bray is admitted to practice in Virginia and before the United States Court of Appeals for the Fourth Circuit. He has handled matters that require appearances in both state and federal forums and has built a practice that reflects those dual admissions.

Outside the courtroom he is active in the local professional scene. Bray joined the Williamsburg Bar Association in 2019 and remains a member. He also sits on the board of Aspire Young Professionals, a role he has held since 2019. These positions keep him engaged with issues that affect both lawyers and the broader community in the Williamsburg area.

Bray’s undergraduate studies in finance and marketing inform how he approaches client work. He draws on an understanding of business drivers when advising clients on legal questions that touch on commercial realities. That background makes him comfortable handling matters where legal strategy and business considerations intersect, particularly where litigation or appeals raise questions about commercial outcomes.

Colleagues describe him as deliberate and focused in proceedings. He prepares for hearings and briefs with attention to procedural detail. In appellate matters, he is accustomed to framing issues for judges at the Fourth Circuit level. In trial settings he works with clients to present coherent factual narratives that support legal claims or defenses.

He continues to practice at Otey Smith & Quarles, representing clients in matters before Virginia courts and the U.S. Court of Appeals for the Fourth Circuit.
