About W Bailey

W Bailey Smith trained at Stanford and at the University of California College of the Law, San Francisco, where he earned his law degree in 1969. He completed his undergraduate study at Stanford University in 1965. Those formative years placed him in two rigorous academic environments and set the stage for a long career in both state and federal practice.

After law school he entered practice in California. Over the decades he has been admitted to the bar in California and authorized to practice before the D.C. Circuit and the United States Supreme Court. Those admissions reflect a career that has involved work at multiple court levels and engagement with federal appellate procedures.

Smith’s work has spanned matters that required navigation of complex procedural rules and close attention to appellate standards. He has handled matters that proceeded beyond trial courts. His experience covers litigation practice in state courts and engagements that required briefing and oral argument in federal fora. He has maintained memberships in professional legal associations and participates in the continuing education that those groups provide.

Colleagues describe him as someone who values careful preparation. He favors precise pleadings and crisp appellate briefs. He approaches disputes with a lawyer’s attention to precedent and statutory detail. That approach has informed his work on civil disputes and other contested matters that required appellate review.

Over the years Smith has worked with a mix of clients, including individuals, small businesses, and organizational clients. He has been involved in cases that raised procedural, statutory and constitutional questions. In those matters he has drafted briefs, prepared records on appeal and handled oral argument at the appellate level when required.

Outside the courtroom he has remained engaged with the legal community. He attends bar events and contributes to panels and discussions when invited. He keeps current on new case law and changes in appellate practice. Those activities reflect a sustained professional interest in the courts and how legal rules are applied and interpreted.

Now practicing in 2026, Smith continues to take on matters that require appellate knowledge and courtroom experience. He devotes his practice to litigation and appellate work in state and federal courts, including cases before the D.C. Circuit and matters pending at the national level.
