Ms. Bagner earned her Juris Doctor degree from Quinnipiac University School of Law in 1999, where she served as President of the Tax Law Society and received the Service to the Community Award. Prior to law school, she completed her undergraduate education at the University of California, Los Angeles, receiving a Bachelor of Arts degree in 1996. During her time at UCLA, she was a member of Project MAC and served as President of the African-American Psychology Students Association.
