About Tuan Steven
Tuan Steven Pham began his path to law after completing undergraduate studies at the University of Texas at Austin, where he earned a B.A. in 1993 with a major in psychology and a minor in business management. He returned to legal studies and took his J.D. from Thomas Jefferson School of Law in 2002. Those years shaped his understanding of the human and organizational sides of legal problems.
His early career took him into nonprofit work. In 2006 he served as Immigration Manager at Boat People SOS, Inc., a role that placed him at the intersection of community needs and immigration systems. He managed cases and coordinated services for clients navigating complex immigration matters. The position exposed him to both client-facing work and the administrative challenges of running immigration programs.
Pham moved into private practice soon after. In 2007 he joined Smith & Garg, LLC as a partner. A year later he established his own practice, operating as the Law Offices of Steven Tuan Pham. That transition marked a shift from program management to running a law office and representing clients directly in filings and court settings. Running his own firm required balancing casework, client intake, and the business side of a small law practice.
He maintains an active role in professional and community organizations. He is a member of the Texas Bar, the American Immigration Lawyers Association, and the American Bar Association. Since 2011 he has served on the Board of Directors for the Vietnamese American Chamber of Commerce in Houston. Those affiliations reflect ongoing engagement with both legal peers and the Vietnamese-American business community in Texas.
Across his career Pham has worked primarily on immigration-related matters. His background includes administrative case management from his nonprofit experience and litigation and petition work from private practice. He represents clients in a range of immigration issues for individuals and businesses and handles the practical work of filings, hearings, and client counseling.
Pham practices in Texas from a Houston office. He combines experience in community-based immigration services and private-sector representation. He continues to handle immigration matters for clients in the Houston area and elsewhere in Texas, concentrating his practice on immigration law.
