About Timothy Scott
Timothy Scott Galusha is a licensed attorney admitted to practice law in the State of California. He was admitted to the California State Bar in 1993. His license is currently in active status. Mr. Galusha is a partner at Thompson, Welch, Soroko & Gilbert LLP, a law firm with offices in San Rafael and San Francisco, California. He has been practicing law for over 30 years, serving clients throughout the San Francisco Bay Area.
Mr. Galusha earned his Juris Doctor degree from the University of California College of the Law, San Francisco (formerly UC Hastings) in 1993. Prior to law school, he completed his undergraduate education at the University of California at Berkeley, receiving a Bachelor of Arts degree in 1990. During his time at UC Hastings, he externed at the California Court of Appeal for Justice Ming Chin, who served as a Justice of the California Supreme Court from 1996 to 2020.
Mr. Galusha concentrates his practice in the areas of real estate, business, and partnership law, with a specialization in property tax issues. He represents individuals and businesses in matters involving real estate transactions, business law, partnership law, and property tax concerns. His practice encompasses all stages of legal proceedings, including litigation, negotiations, and trials in both state and federal courts.
Throughout his career, Mr. Galusha has handled cases in the Superior Court of California for the County of Marin, the United States District Court for the Northern District of California, and the United States Court of Appeals for the Ninth Circuit. He has also appeared before the California Court of Appeal on multiple occasions. Prior to joining Thompson, Welch, Soroko & Gilbert LLP, he worked as an associate at a mid-size litigation firm in San Francisco for several years.
Mr. Galusha is an active member of the Real Property and Business Law sections of the State Bar of California, the San Francisco Bar Association, and the Marin County Bar Association. From 2011 to 2015, he served as the Co-Chair of the Marin County Bar’s Real Property Section. Since 2003, he has lectured on property tax issues concerning Proposition 13 and reassessment. He is the co-author, with Wayne H. Gilbert, of "Understanding Property Tax Treatment of Trusts," published in the Winter 2007 issue of Trusts and Estates Quarterly. Mr. Galusha has volunteered pro bono services on behalf of Marin Legal Aid since 2003. He resides in Marin County with his wife and three children and is involved in various community activities, including coaching youth soccer and participating in local sports leagues.
