About Thomas Gerald

Thomas Gerald Bellwoar built a law career that began in classrooms and moved quickly into courtrooms. He earned a B.S. in psychology from The Catholic University of America in 1987 and took his law degree from Villanova University School of Law in 1990. Those years set the framework for a practice that has spanned federal and local matters.

Fresh out of law school he served as a law clerk to the Honorable Tullio Gene Leompora at the United States District Court for the Eastern District of Pennsylvania. That clerkship in 1990 gave him daily exposure to federal procedure and courtroom decision-making. Two years later he joined the Chester County District Attorney’s Office as an assistant district lawyer, a role he assumed in 1992 and that placed him in the midst of prosecutorial work and trial preparation.

Over the following decades he remained active in professional circles tied to criminal justice and access to legal services. He has been a member of the Chester County Bar Association Access to Justice program since 1992, participating in local efforts related to legal aid and community service. In 2015 he joined the National Crime Victims Bar Association, reflecting a sustained interest in matters that intersect with victims’ rights.

Bellwoar’s resume shows a mix of federal court experience and county-level prosecutorial practice. He has handled matters that required briefing and appearances in Pennsylvania courts and has credentials to appear in the U.S. Court of Appeals for the Third Circuit. The combination of a federal clerkship and years in a district attorney’s office informs the practical approach he brings to cases.

He now practices at Luongo Bellwoar LLP. His work involves litigation and courtroom advocacy in Pennsylvania and filings and appeals before the Third Circuit. That forms the core of his current practice focus.
