Thomas Eric Panzer earned his law degree from Widener University Delaware School of Law in 1993 after completing a Bachelor of Science at Tulane University in 1987. He moved into practice at a time when workers' compensation and municipal law were drawing increased attention in Pennsylvania. His academic background set a straightforward path into courtroom work and administrative proceedings.

Panzer began his legal career in 1993 at Swartz, Campbell & Detweiler. He spent the next several years building experience and moved to Thomas C. Lowry, Esq., P.C. & Associates in 1998. Three years later he became a partner at McNamara, Bolla & Panzer PC, a role that expanded his involvement in litigation and client counseling. In 2016 he joined High Swartz LLP as a partner.
