About Thomas
Thomas Bulger built his academic foundation at Canisius College, where he completed a Bachelor of Arts in 1990. He went on to earn his J.D. from Rutgers School of Law–Newark in 1993. Those years shaped a practical approach to litigation and court procedure that has marked his career since.
After law school he took on several early-career roles that placed him inside the federal court system. He served as a law clerk in the U.S. District Court for the Western District of New York. He also worked in the U.S. Lawyers Office covering matters in the Western District of New York and the Eastern District of Pennsylvania. Those positions gave him repeated, close-up exposure to federal dockets and courtroom practice.
Bulger’s experience is not confined to the courthouse. He spent time in private practice at Abraham, Pressman & Bauer, LLC, where he handled civil matters alongside other trial lawyers. That stint in a firm setting complemented what he had seen as a clerk and government attorney, and it broadened his perspective on case preparation, client counseling, and negotiation.
The arc of his career shows a steady movement between public service and private practice. Tasks ranged from legal research and drafting to appearances in federal proceedings. Colleagues have noted his ability to move between detailed casework and courtroom advocacy. He has maintained connections to federal practice through both clerkships and prosecutorial work, which continue to inform his approach to cases.
Today he is based in Colorado and is licensed to practice there. He is a principal at Silvern & Bulger, PC, a firm that lists him among its attorneys. At the firm he brings the procedural familiarity and litigation experience accumulated over decades in federal settings and in private practice. His background gives him a working command of the mechanics of federal litigation and courtroom procedure.
He currently practices at Silvern & Bulger, PC in Colorado, where his work centers on litigation informed by his federal court background.
