Thomas Alan Bloomfield is a licensed attorney admitted to practice law in California, Colorado, and the District of Columbia. He was admitted to the California State Bar in 1993, the Colorado State Bar in 2003, and the District of Columbia Circuit in 2004. His license status is active in all jurisdictions. Mr. Bloomfield is a partner at Kaplan Kirsch LLP, a law firm with offices in Denver, Colorado, and San Francisco, California. He has been practicing law for over 30 years, serving clients in environmental and energy sectors across these regions.
Mr. Bloomfield earned his Juris Doctor degree from the University of California, Los Angeles, School of Law in 1992. Prior to law school, he completed his undergraduate education at Dartmouth College, graduating in 1988. His academic background has equipped him with a strong foundation in legal principles, which he applies to his practice in environmental and energy law.
Mr. Bloomfield's practice areas include environmental law, energy regulatory law, and oil and gas law. He represents clients in complex environmental disputes, including Superfund cases, Resource Conservation and Recovery Act (RCRA) matters, and issues related to climate change and air quality. His work encompasses all stages of litigation, from initial case evaluation and discovery to mediation, settlement negotiations, and trial proceedings in both state and federal courts.
Throughout his career, Mr. Bloomfield has handled cases in the U.S. District Court for the Central District of California, the U.S. Court of Appeals for the Ninth Circuit, and the U.S. Court of Appeals for the District of Columbia Circuit. He has also appeared before various state courts in California and Colorado. Prior to joining Kaplan Kirsch LLP, he served as an Associate Regional Counsel for the United States Environmental Protection Agency (EPA) in San Francisco, where he litigated and resolved significant CERCLA cases.
Mr. Bloomfield is an active member of the American Bar Association, participating in the Section of Environment, Energy, and Resources, and the Tort Trial and Insurance Practice Section. He is also a member of the Colorado Bar Association. In addition to his professional affiliations, he serves as a trustee and treasurer for the Dartmouth Association of the Rockies and has been an advisor to the board of The Trust for Land Restoration. He is fluent in English and Spanish, enabling him to effectively serve a diverse clientele.
