About Steven
Steven Schmulenson built his legal foundation at Duke University. He earned a B.A. there before continuing to Duke University School of Law for both a J.D. and an LL.M. in International and Comparative Law. The additional graduate study gave him extended exposure to cross-border legal frameworks and comparative legal methods.
After law school, Schmulenson pursued a career that spans several major U.S. jurisdictions. He is admitted to practice in the District of Columbia, New York and California, and maintains active memberships in the District of Columbia Bar, the State Bar of New York and the State Bar of California. Those multi-jurisdictional credentials have shaped the kinds of matters he accepts and the clients who seek his assistance.
In 2018 he joined Raines Feldman LLP. His time at the firm has involved work on matters that bring together federal and state law questions, often where multiple jurisdictions intersect. Colleagues describe him as methodical in preparing cases and clear in courtroom explanations. He balances written advocacy with oral argument, depending on what each matter requires.
Schmulenson’s LL.M. in International and Comparative Law informs how he approaches transnational issues. He has handled filings and procedural work that require attention to differing rules across jurisdictions. That training also influences how he frames legal questions for judges and regulators who must consider statutory and treaty-based authorities. He tends to emphasize factual clarity and procedural compliance when disputes cross borders.
Outside litigation and filings, Schmulenson has been involved in professional bar activities through his memberships in multiple state and local bars. Those memberships keep him attuned to changes in court rules and regulatory practice across the three jurisdictions in which he is admitted. He also works with colleagues at the firm to coordinate matters that require legal action in more than one state or federal court.
At Raines Feldman LLP Schmulenson manages a caseload that reflects his multi-jurisdictional admissions and international training. He handles matters that raise federal, state and cross-jurisdictional legal questions, and he remains active in bar activities relevant to those areas. His current practice centers on advising and representing clients in matters that involve overlapping jurisdictional or international issues.
