About Steven Lance
Steven Lance Bynum built a steady legal trajectory from community college classrooms to his own firm. He earned an A.A. in Economics from Bakersfield College in 2009, a B.A. in Public Administration from California State University, Bakersfield in 2010, and an M.A. in Public Administration from the same university in 2011. He completed his J.D. at Concord Law School in 2016.
After law school he entered private practice, joining McAtee & Oldfield as an associate in 2017. The role exposed him to courtroom practice and the day-to-day tasks of client representation. Two years later he moved into public-sector work as a Deputy District Lawyer in 2019. That position put him inside the county system and offered steady courtroom experience across a variety of matters handled by the office.
In 2020 he established the Law Office of Steven L. Bynum. Since then he has maintained an independent practice based in Kern County. He is admitted to the California bar and is also authorized to appear before the Federal Circuit. He is a member of the Kern County Bar Association, a membership he has held since 2013.
Bynum holds a Superior Court of California certification to practice in juvenile courts. That credential shapes part of his courtroom work and informs his approach to cases that involve minors and family-system intersections. He has handled proceedings in juvenile court and other state forums, and his admission to the Federal Circuit allows him to accept matters that arise in federal appellate settings.
Colleagues describe him as methodical in preparing cases and straightforward in the courtroom. He balances the procedural demands he learned in public office with the client-service obligations of private practice. He has experience on both sides of the bench’s margins: representing individual clients in private practice and advancing the county’s interests when he served as a deputy.
His office handles a range of matters that require appearances in state and federal venues, and he draws on the local connections he established over years working in Kern County. He continues to maintain active membership in the local bar association and to appear in juvenile proceedings under his court certification. He currently practices at the Law Office of Steven L. Bynum, representing clients in California state and federal courts, including juvenile court proceedings.
