About Stephen P.
Stephen P. Rapp earned his J.D. from The John Marshall Law School before launching a long career in both public service and private practice. He completed his legal education and entered the profession in the early 1990s, a period that shaped the path he would follow for decades.
Soon after law school, Rapp took a role in municipal government. In 1993 he served as Assistant Corporation Counsel for the City of Quincy, Illinois. That position placed him inside the day-to-day workings of local government and gave him firsthand experience with issues cities and public entities face.
Also in 1993 he established his own firm, opening the Law Office of Stephen Rapp as a solo practice. Over the years he built that office into the vehicle for his legal work. He has balanced client representation with the practical demands of running a small law office. The early decision to found a practice gave him control over the kinds of matters he would accept and the relationships he would cultivate within his community.
Rapp has remained engaged with the organized bar. He holds membership in the Adams County Bar Association dating to 1993 and has been a member of the Chicago Bar Association since 1994. Those long-standing affiliations reflect a continuing connection to both the local legal community and the wider practitioners’ network in the Chicago area.
His career combines experience inside a municipal legal department and years as a private practitioner.
