About Shoham Joseph

Shoham Joseph Solouki earned his undergraduate degree in Business Information Systems from California State University, Northridge, completing the program in 2007. He went on to law school at Southwestern Law School and received his J.D. in 2011. Those years framed his early interest in technical aspects of business and the regulatory systems that govern commerce.

After law school, Solouki built a practice that intersects federal litigation, tax law, and international trade. He is admitted to practice in California and is authorized to appear before the United States Court of International Trade, the Federal Circuit, the United States Tax Court and the Ninth Circuit. Those admissions have allowed him to handle both trial-level tax disputes and multisided appeals in federal tribunals.

His courtroom work has required blending complex statutory analysis with procedural strategy. He has handled matters that involve tariff classifications and tax controversies. Cases in those areas can hinge on narrow points of law and precise factual records. Solouki’s work in these settings often involves drafting briefs for appellate review and representing clients in hearings before specialized federal courts.

Professional memberships have been part of his development. He has been a member of the American Bar Association since 2011. He was a member of the Los Angeles County Bar Association from 2010 to 2011. Those affiliations provided early opportunities for networking and continuing legal education, which are useful when taking cases into federal forums.

Solouki is a partner at Solouki & Savoy, LLP, where he practices alongside colleagues handling commercial and regulatory disputes. His role at the firm combines client counseling, litigation preparation, and appellate advocacy. The firm’s work includes addressing disputes that arise at the intersection of domestic tax law and international trade rules.

Colleagues describe him as methodical in approaching statutory interpretation and deliberate in preparing appellate materials. He maintains an active practice that regularly takes cases into federal trial and appellate courts. He currently practices at Solouki & Savoy, LLP, handling tax, trade, and federal appellate matters.
