About Shannon
Shannon Laymon-Pecoraro trained first in business and then in law. She earned a B.S. in Business Administration and Management from Wilmington College and went on to receive her J.D. from the University of Baltimore School of Law. The combination of business education and legal training shapes how she approaches client matters today.
After law school, Laymon-Pecoraro built a practice that emphasizes guidance for older adults and people with disabilities. She is licensed to practice in both Pennsylvania and Virginia. She serves as a lawyer at Parks Zeigler, working from the firm’s Virginia Beach and Chesapeake offices.
Her credentialing reflects a sustained interest in elder law. She is a Certified Elder Law Lawyer through the National Elder Law Foundation. That certification sits alongside memberships in professional groups that reflect her practice areas: the National Academy of Elder Law Attorneys, the Virginia Academy of Elder Law Lawyers, the Special Needs Alliance, and the National Alliance of Medicare-Set-Aside Professionals. She also participates in the Hampton Roads Community Foundation Professional Advisors Committee.
Colleagues and clients see her handling matters that touch on long-term care planning, public benefits, special needs trusts, estate planning, and coordination of medical and financial resources. She handles the legal steps that families often need when planning for a loved one’s care. Those matters tend to be document-heavy and procedural. She focuses on getting the legal paperwork in order and explaining options clearly.
Her work at Parks Zeigler places her in a regional practice setting. The firm maintains offices in Virginia Beach and Chesapeake, where she meets clients and coordinates with other professionals. She engages with local and national networks, which helps when cases require input from clinicians, financial planners, or out-of-state counsel. She also contributes time to the Professional Advisors Committee of the Hampton Roads Community Foundation, a membership that connects legal advice to community philanthropy.
Laymon-Pecoraro’s background in business administration informs her practical approach to legal problems. She aims to provide clients with straightforward explanations of benefits eligibility, trust structures, and options for funding long-term care. Her certification and organizational memberships underscore the areas she works in. She currently focuses her practice on elder law, special needs planning, Medicaid and Medicare-related issues, and related estate matters.
