About Ryan P.
Ryan P. Bailey is an attorney who has spent his career working at the intersection of municipal government and private practice in upstate New York. He earned a B.S. from the College of Saint Rose in 2005 and completed his J.D. at Albany Law School in 2011. He is licensed to practice in New York and has combined time in public service with positions at a regional law firm.
After law school, Bailey moved into municipal work. In 2014 he served as Assistant Corporation Counsel for the City of Schenectady. That role placed him inside city government during a period that required legal oversight on everyday municipal operations. He advised city departments, handled routine litigation matters and worked on legal issues tied to municipal administration.
Bailey joined Bailey, Johnson & Peck P.C. as an associate lawyer in 2017. The stint in private practice gave him exposure to litigation and counseling outside the municipal setting. He returned to municipal government the next year, taking a post as Assistant Commissioner for the City of Schenectady in 2018. In that administrative position he moved beyond strictly legal work and into the operational side of city management, helping to implement policies and coordinate among departments.
The sequence of roles—public attorney, private associate and municipal administrator—has shaped his approach to legal problems. He has experience preparing legal opinions, responding to litigation, and working with elected officials and staff. Those experiences have informed his work at the firm and in the public roles, and they offer clients a perspective that bridges government practice and private representation.
