About Robert

Robert Lombardo brings a rare combination of technical training and legal education to his practice. He earned a Bachelor of Science in Civil Engineering from Tulane University in 1978 and a Juris Doctor from The Catholic University of America Columbus School of Law in 1992. Those two degrees shape how he approaches problems in the courtroom and at the drafting table.

Lombardo’s early years in engineering gave him a practical grasp of complex systems. He moved into law after completing his JD, applying that analytical background to legal work that often touches on technical or regulatory issues. Colleagues describe him as methodical in preparing cases and precise when handling evidence and testimony that require technical literacy.

Over the course of his career, Lombardo has earned admission to practice in multiple forums. He is admitted to the U.S. Supreme Court and to practice in the District of Columbia, Maryland and Rhode Island. He is also admitted in the Fourth Circuit. Those credentials allow him to handle matters at state and federal levels, including appeals that require work before appellate benches.

Lombardo’s approach mixes careful legal analysis with an engineer’s attention to detail. He is comfortable parsing technical reports, interrogating expert testimony, and drilling into factual records to find decisive points. That combination has informed how he prepares appellate briefs and litigates in trial courts. He tends to focus on clarity and structure in written work, aiming to make dense subject matter accessible to judges and juries alike.

Outside the courtroom he has maintained a steady practice that spans several jurisdictions. He has handled matters that require coordination across state lines and between trial and appellate courts. His admissions to the U.S. Supreme Court and regional appellate courts mean he can continue cases through multiple levels when necessary.

Now practicing in the jurisdictions where he is admitted, Lombardo concentrates on appellate work and civil litigation that intersect technical or regulatory issues, drawing on his engineering background to inform legal strategy.
