About Robert Franklin
Robert Franklin Keefer studied at Hampden-Sydney College, earning a B.A. in 1976. He went on to the William & Mary Marshall-Wythe School of Law and received his J.D. in 1980. Those years set the foundation for a long practice in Virginia courts.
Keefer moved quickly into private practice after law school. In 1983 he became a partner at Hoover Penrod, where he handled a mix of criminal matters and courtroom work. He spent years in that firm developing trial routines and client-facing skills that would shape his later practice.
By 2003 Keefer was the principal lawyer at Keefer Law Office. He took on the responsibilities of running a small firm while continuing to represent clients in criminal cases. The shift to principal allowed him to structure the office around courtroom advocacy and case management practices he preferred.
His professional affiliations reflect a concentration on impaired-driving defense. Keefer has held membership in the National College for DUI Defense since 2005.
