About Rick L.
Rick L. Stacey earned his law degree from the University of Utah S.J. Quinney College of Law, receiving a J.D. in 2003 and a certificate in Environmental and Natural Resources Law. He holds a Bachelor of Arts from Boise State University, where he studied philosophy and political science and completed his undergraduate work in 1996. Those academic roots combine an interest in policy and practical legal training.
Stacey began his legal career in clerking roles. In 2001 he clerked for Judge Harvey Sweitzer, then spent 2002 as a law clerk at Meuleman Mollerup LLP. He joined that firm as an associate in 2003 and was later elevated to partner in 2008. In 2014 he became a partner at McConnell Wagner Sykes + Stacey, PLLC, where he continues to practice. The steady progression reflects long involvement in firm-side litigation work and firm leadership over two decades.
His admissions include the Idaho bar and practice before the Ninth Circuit. Professional memberships trace a consistent interest in construction and litigation issues. He has been involved with the Associated General Contractors of Idaho since 2003 and served on its Executive Committee and Construction Leadership Council from 2004 to 2008. He holds memberships in the American Bar Association Forum on the Construction Industry and the Idaho State Bar Litigation Section, both since 2003. He is also listed with the Idaho Association of Defense Counsel and the National Trial Lawyers, memberships he began in 2013.
Outside firm work, Stacey has maintained ties to his alma mater. He has served on the Boise State Alumni Association Board of Directors, including a term on the Executive Committee beginning in 2013 following an earlier board term from 2012 to 2013. Those roles reflect an ongoing engagement with the university community and alumni governance.
Colleagues and clients see a lawyer experienced in litigation matters that intersect with the construction industry. His practice history and association memberships link him to defense-oriented litigation, commercial disputes and issues that commonly arise in construction projects. He has handled matters at trial and on appeal, including appearances in federal court under the Ninth Circuit jurisdiction.
He is a partner at McConnell Wagner Sykes + Stacey, PLLC, where he practices construction and commercial litigation.
