About Richard Lowell
Richard Lowell Frankel earned his law degree from Temple University in 2005. He moved into practice at a time when administrative law was getting renewed attention. Early on he immersed himself in the rules and procedures that govern disability and benefits claims. That grounding has shaped the way he approaches clients and cases.
He has been admitted to practice in New Jersey and Pennsylvania and is authorized to appear before the U.S. Court of Appeals for the Third Circuit. Over the years he built courtroom experience and administrative hearing work. His background includes handling appeals and representing individuals at hearings before federal and state agencies.
Frankel joined professional organizations that align with his casework. He holds membership in the Pennsylvania State Bar. Since 2008 he has been a member of the National Organization of Social Security Claimants’ Representatives. He is also a sustaining member of the National Organization of Veterans’ Advocates, a membership he has maintained since 2008. Those associations keep him connected to developments in Social Security and veterans benefits law and give him access to continuing legal education targeted to claim representation.
His practice mixes administrative advocacy and litigation. He spends much of his time preparing for hearings, drafting appeals, and advising clients about the procedural steps that follow an adverse decision. He represents people at intra-agency reviews and at federal appeals when cases move beyond the agency level. He also works on issues that intersect veterans’ benefits and disability claims, where medical records and administrative records play a central role.
Colleagues describe Frankel as methodical in his preparation. He reviews medical evidence closely and frames argument around statutory and regulatory standards. He also places emphasis on explaining options to clients in plain language. That practical approach helps people understand the timing, risks, and likely outcomes of a claim.
Frankel practices at Bross & Frankel, P.A., where he continues to represent claimants in administrative hearings and appellate matters. He regularly handles Social Security disability claims and veterans’ benefits cases and remains active in related professional organizations, representing clients in both agency proceedings and federal court appeals.
