About Richard E.
Richard E. Incremona earned his undergraduate degree from the University of Rhode Island in 1984 and took his law degree from Seton Hall University School of Law in 1987. He went straight from law school into work that blended courtroom practice, investigative procedure and law enforcement training. Those early choices shaped a career split between prosecution, instruction and private practice.
He spent a significant portion of his career in the Monmouth County Prosecutor's Office, rising to the role of First Assistant Prosecutor. There he handled felony prosecutions and supervised major investigations. At the same time he served as an instructor and legal advisor to the New Jersey State Police, advising on legal issues that arise during complex criminal probes. He was also a founding member and part of the command staff of the county SWAT group known as MOCERT, a role that tied operational decision-making to legal oversight.
In legal education and training, Incremona moved comfortably between classrooms and professional conferences. He taught “Law of Evidence” and “Civil Rights and Liberties” as an adjunct professor in Monmouth University’s criminal justice program from 2011 to 2013. He has presented and instructed for the National District Lawyers Association, bringing prosecutorial perspective to regional and national audiences. Those teaching roles reinforced a reputation for being a practical explainer of evidentiary rules and civil-rights issues that often surface in high-stakes cases.
Outside of prosecutorial work and teaching, Incremona has remained active in local and professional organizations. He maintains membership in the Monmouth Bar Association, and he is affiliated with the Harvard Associates in Police Science. He is a member of the history and political science honor societies Phi Alpha Theta and Pi Sigma Alpha. Records note a retired membership in the National District Lawyers Association and membership in the New Jersey Homicide Investigators Association as of 2013.
In private practice he is Of Counsel to Helmer, Conley & Kasselman, PA, a firm that lists offices across New Jersey including Freehold, Bridgeton, Hackensack, Somers Point, Turnersville, Vineland, Willingboro and Woodstown. That role allows him to draw on years as a prosecutor and instructor when advising on criminal matters and investigations. His current work centers on criminal law, evidentiary questions and advising on investigative procedure.
