About Reginald S.

Reginald S. Evans began his legal path with a liberal arts degree from Cornell University and a law degree from Georgetown University. Those schools shaped his early thinking and prepared him for public service in Pennsylvania. He is admitted to practice in both Pennsylvania and New York.

He entered municipal law in the late 1980s as an assistant solicitor for the City of Harrisburg. That role put him inside city government at a time of steady change. He handled municipal matters and learned the give-and-take of public-sector legal work.

By the early 1990s Evans moved into state government. In 1993 he became assistant counsel at the Pennsylvania Department of Commerce. Two years later he was named chief counsel at the Pennsylvania Department of Banking. In that post he managed the department’s legal work and advised agency leaders on regulatory questions. The progression through those offices gave him sustained exposure to how state agencies operate.

After years in public service he transitioned to private practice. He serves as a shareholder at Shumaker Williams, P.C. In that capacity he represents clients on matters that touch state and interstate law. His career in both municipal and state legal roles informs the way he approaches client issues.
