Raymond Bily earned his J.D. from the University of Baltimore in 1985 after completing undergraduate work at American University, where he received a B.A. in 1975 and pursued further studies in 1977. After law school he entered practice in the Philadelphia area and has remained active in the local bar ever since. He has been a member of the Philadelphia Bar Association since 1985.
