About Raymond Arthur
Raymond Arthur Foss built a career that bridges public administration and the law. He began his studies at the University of New Hampshire, earning a B.A. in political science in 1978 and an M.P.A. in 1982. Two decades later he returned to the classroom at Franklin Pierce Law Center, completing both a J.D. and an M.E.L. in Education Law in 2001.
