About Randall Francis
Randall Francis Inniss earned his undergraduate degree at the State University of New York at Binghamton, where he completed a B.S. in Social Science and Criminal Justice. He went on to study law at the State University of New York at Buffalo, receiving his J.D. followed by an LL.M. His academic path combined social science and legal study, laying a foundation for a career that bridges criminal justice and legal practice.
He began his professional life in uniform. In 1983 he joined the New York State Police and served as a state trooper before moving into investigative roles. Over time he advanced to investigator and then senior investigator, roles that involved case development and evidence handling. In 1999 he took a turn into the classroom as an adjunct instructor at Genesee Community College (SUNY), teaching students while maintaining ties to law enforcement practice. In 2005 he assumed a senior management role in the private sector, serving as Senior Director for Global Security at the National Basketball Association.
Throughout his career Inniss has maintained training and certifications that reflect frontline enforcement work. He is certified by the National Highway Traffic Safety Administration as an instructor of Standardized Field Sobriety Tests and has participated in police-level SFST training through the same federal agency. His professional memberships include the Fraternal Order of Police (since 2015) and the PBA (since 2005), along with other organizational affiliations that date to 2000. These ties track a professional life that moves between operational policing, training, and institutional security management.
He now practices law through The Inniss Firm, PLLC. His legal practice draws on years in law enforcement, instructional roles, and organizational security positions. He handles matters that reflect that background and the intersections of criminal justice and security operations.
