About Raef

Raef Cogan earned his law degree from The George Washington University Law School in 2017 after completing undergraduate studies at New York University in 2013. His academic path combined a major research university for undergraduate work with a law school in the nation’s capital, a pairing that exposed him to both broad legal theory and the practical demands of litigation.

After law school, Cogan entered private practice. He is an associate at Jeffer Mangels Butler & Mitchell LLP. At the firm he has worked on matters that take him into both federal and state courts. His practice is shaped by courtroom procedure and written advocacy. He has experience in the U.S. District Court for the Central District of California and has appeared before the U.S. Court of Appeals for the Ninth Circuit. He is also admitted to practice in California.

Cogan’s work blends trial-level litigation and appellate briefing. He prepares pleadings, filings and briefs, and participates in hearings and oral argument preparation. The cases that come to him often demand careful attention to procedural detail and an ability to make concise legal arguments under time pressure. He is accustomed to the cadence of litigation: discovery disputes, motions practice and the drafting that follows.

Colleagues describe Cogan as methodical in his written work and direct in oral presentations. He approaches each matter on its own terms, parsing statutes and precedent to find practical paths forward. That approach is evident in the way he handles case preparation and the day-to-day management of litigation files.

Outside the courtroom, his background at New York University and The George Washington University Law School informs how he evaluates complex legal questions. He brings that academic training to bear on briefs and memoranda, where legal principle and persuasive writing intersect.

Cogan’s current practice at Jeffer Mangels Butler & Mitchell LLP centers on litigation and appellate matters in federal and state courts.
