About Paula
Paula Silverstein began her legal path at Muhlenberg College and finished at Widener University Delaware School of Law, earning her J.D. in 1991. She moved quickly into public service after law school, taking a post as Assistant City Solicitor for the City of Philadelphia and its operating departments. The role put her on the front lines of municipal law early in her career and gave her experience in government practice that shaped the next steps she would take.
In 1994 she joined Post & Schell in Philadelphia as an associate lawyer. There she worked on a range of matters and gained the firm-side experience common to young litigators. Five years later she and a colleague formed a partnership, and in 1999 she became partner at Ilkhanoff & Silverstein. That move established her as a fixture in regional practice and led to the firm’s presence in Lancaster and Shrewsbury, where she has maintained office responsibilities.
Silverstein is licensed to practice in Pennsylvania, New Jersey and Maryland. She is also admitted to practice before the U.S. Supreme Court and the U.S. Court of Appeals for the Third Circuit. Those admissions reflect a practice that has engaged both trial and appellate work over the years. Colleagues note that such admissions broaden the venues in which she can take cases and appear on behalf of clients.
Her involvement in the profession extends beyond the courtroom. She holds membership in the Pennsylvania State Bar and the Pennsylvania Association for Justice. In York County she has taken on leadership roles, serving on the board of the York County Bar Association from 2008 to 2013 and chairing the Family Law Section. Her civic work includes long-standing ties to the YMCA Southern York Branch, where she was on the board from 2010 to 2013, chaired the special needs committee in 2011–2012 and served as chairperson in 2012–2013. Since 2014 she has also been a member of the Rotary Club of Lancaster - Sunrise.
Within Ilkhanoff & Silverstein she has carried a partner’s responsibilities for casework and client management while helping maintain the firm’s offices in Lancaster and Shrewsbury. Her path—public service to firm associate to partner—reflects steady advancement and an interest in both local institutions and broader appellate practice.
She currently practices at Ilkhanoff & Silverstein, handling family law matters and civil litigation.
