About Patrick R.
Patrick R. Kelly trained in law at the University of Houston Law Center, earning his J.D. in 2004, cum laude. He graduated summa cum laude from Oklahoma State University in 2001, where he completed his undergraduate studies. Those academic credentials set the stage for a career that has included private practice and work on veterans' benefits cases.
He began practicing law at Haynes and Boone, LLP in 2004. After three years he joined David Goodman & Madole in 2007, where he continued to develop courtroom and appellate experience. In 2011 he opened The Law Offices of Patrick R. Kelly. That move put him in charge of his own caseload and his own litigation strategy.
Kelly is admitted in Texas and before multiple federal courts. His admissions include the U.S. Court of Appeals for Veterans Claims, the U.S. District Courts for the Northern and Southern Districts of Texas, and the Texas Supreme Court. He also holds accreditation from the Department of Veterans Affairs, specifically for VARO and the Board of Veterans' Appeals. Those credentials allow him to represent veterans and claimants before VA regional offices and on appeal within the VA system.
Over the years he has kept active in local and statewide bar groups. He maintains membership in the Texas Bar Association, the Texas Trial Lawyers Association, and the Dallas and Tarrant County Bar Associations. He is also a member of the Dallas Young Lawyers Association and the National Organization of Veterans' Advocates. These memberships keep him connected to developments in civil litigation and veterans law.
Clients and colleagues describe him as straightforward and pragmatic. He tends to handle cases that require persistent advocacy at administrative and appellate levels. His courtroom work and filings reflect an emphasis on statutory and regulatory arguments, and he often pursues appeals when an initial VA decision is unfavorable.
His office in Texas manages claims and appeals for veterans, and he continues to appear before the Board of Veterans' Appeals and the U.S. Court of Appeals for Veterans Claims. He also litigates in federal district courts when matters require that forum. Today he runs The Law Offices of Patrick R. Kelly and focuses his practice on veterans benefits claims and appeals.
