Patrick M. Rogan built a steady legal career that spans public defense, municipal work, and a long-running private practice. He studied communications and English at the University of Scranton before earning his law degree from the University of Miami School of Law. Those classroom foundations gave him a mix of writing, advocacy and courtroom skills he has used throughout his career.
He began practicing law in the early 1990s and established Rogan Law in 1991. Early in his career he served as an Assistant Public Defender in Lackawanna County in 1993. That work put him in court regularly, handling criminal matters for clients who could not afford private counsel. He moved between public-sector roles and municipal appointments during the 1990s and 2000s, a pattern that broadened the scope of his legal work.
Rogan has held a number of solicitor posts for boroughs and county offices. In 1993 he served on the Mayfield Borough Zoning Hearing Board and then took on solicitor roles for Jermyn Borough and Mayfield Borough in 1995. He later became solicitor to the Recorder of Deeds Office in Lackawanna County in 1999 and to the Sheriff’s Office in Lackawanna County in 2001. In 2010 he was appointed Solicitor for Clarks Summit Borough. These municipal roles required drafting ordinances, advising elected officials, and representing local governments on a range of administrative and legal matters.
On the professional association side, Rogan has been active in organized bar groups. He holds membership in the Pennsylvania State Bar and served as chairman of the Criminal Law Section of the American Association for Justice from 2005 to 2006. That leadership role reflected his ongoing involvement in criminal law issues and in the community of trial lawyers.
He is admitted to practice in Pennsylvania and is authorized to appear in the United States Court of Appeals for the Third Circuit. His career shows a steady mix of courtroom work and municipal advising rather than a single narrow trajectory. He continues to operate Rogan Law and represents clients in criminal defense matters and in municipal law work. His current practice concentrates on criminal defense and municipal law.
