About Neill E.

Neill E. Brower took a nontraditional route into law. He completed a Bachelor of Arts at the University of California, Los Angeles in 1996 and later earned a J.D. from the University of Southern California in 2009. The gap between degrees included professional experience outside of law, a thread that runs through the arc of his career.

Early in his working life Brower was on staff at EIP Associates, a division of PBS&J, in 1997. That role came soon after his undergraduate studies and preceded his decision to attend law school. The experience gave him exposure to industry practices and project settings that are not always part of a conventional path to the bar.

After completing his law degree at USC, Brower moved into private practice. Records show him listed as a partner at Jeffer Mangels Butler & Mitchell LLP in 2010. The listing places him at a major Los Angeles–based firm shortly after he completed his legal education. His time there followed his earlier professional work and reflects a shift to law as a primary profession.

Brower is admitted to practice in California and maintains current membership in the California State Bar. That membership anchors his practice jurisdictionally and indicates he continues to work within the state’s legal system. His combined background in both nonlegal and legal roles gives a practical perspective to client matters handled from the firm’s offices.

Colleagues and records portray him as a lawyer who bridged industry and law. He brought experience from a planning and engineering environment into a law firm setting. That combination has shaped how he approaches client issues and internal firm work, especially where technical and legal considerations intersect.

Throughout his career Brower has been associated with Jeffer Mangels Butler & Mitchell LLP. The firm listing from 2010 identifies him as a partner, and that affiliation remains the most recent professional detail available. He keeps his practice in California and remains an active member of the state bar.

He currently practices law at Jeffer Mangels Butler & Mitchell LLP in California.
