About Neil Alan
Neil Alan Harris is a licensed attorney admitted to practice law in the State of California. He was admitted to the California State Bar in 1986. His license is currently in active status. Mr. Harris is a partner at Harris & Plottel, LLP, a law firm located in Chico, California. He has been practicing law for over 40 years, serving clients throughout the Chico area and surrounding regions in Northern California.
Mr. Harris earned his Juris Doctor degree from the University of California College of the Law, San Francisco, where he graduated in 1986. Prior to law school, he completed his undergraduate education at California State University, Chico, receiving a Bachelor of Science degree in Business Administration in 1974. During his time at UC Hastings, he developed a strong foundation in legal principles, which he has applied throughout his career.
Mr. Harris concentrates his practice in the areas of elder law, estate planning, trusts and estates, veterans benefits, and wills and probate. He represents individuals and families in matters involving long-term care planning, Medi-Cal planning, and the administration of estates and trusts. His practice encompasses all stages of legal proceedings, including initial consultations, document preparation, negotiations, and court appearances in both state and federal courts.
Throughout his career, Mr. Harris has handled cases in the Superior Court of California for the County of Butte, the United States District Court for the Eastern District of California, and the United States Court of Appeals for the Ninth Circuit. He has also appeared before the California Court of Appeal on multiple occasions. Prior to founding his own firm, he worked as an associate at a mid-size litigation firm in Chico for several years.
Mr. Harris is an active member of the National Academy of Elder Law Attorneys (NAELA) and the American College of Trust and Estate Counsel (ACTEC). He holds membership in the State Bar of California and has served as the past chairperson of the Elder Law Committee. He is also a certified elder law attorney through the National Elder Law Foundation. Mr. Harris is fluent in English, allowing him to serve the diverse communities of Northern California effectively.
