Mr. Phillip R Zuber earned his law degree from the University of Maryland Francis King Carey School of Law in 1978. He completed his undergraduate work at the University of Maryland, College Park, receiving a B.A. in American Studies in 1975. He began his legal work as an associate at Goldman, Kovelant, Nichols, Pedersen & Hurtt in 1978. Two years later he moved to Sasscer, Clagett & Bucher as an associate.
