About Mr. John S.

Mr. John S. Toohey has practiced law in Pennsylvania for more than four decades. He earned his J.D. from Ohio Northern University in 1979 and built a practice rooted in the state's legal community.

He joined the Pennsylvania State Bar in 1980 and has maintained that membership ever since. He also became a member of the Westmoreland County Bar Association in 1980. Those long-standing ties reflect a steady presence in the regional bar rather than a brief spell of local involvement.

Toohey is admitted to practice in Pennsylvania and holds admissions to the Federal Circuit and the U.S. Supreme Court. Those credentials allow him to operate across trial and appellate settings, and to file matters in federal appellate forums when circumstances require it.

Early in his career he worked on matters that required both state and federal filings. Over the years his docket has included cases that moved from trial courts to appellate review. He handles filings, briefs, and courtroom appearances in state and federal venues. He also appears in appellate matters before higher courts when needed.

Membership in the Pennsylvania State Bar and the Westmoreland County Bar Association has been a constant in Toohey’s professional life since 1980. Those affiliations have kept him connected to developments in Pennsylvania law and given him regular contact with other lawyers in his region. He has used those connections to stay current on procedural and substantive changes that affect practitioners in the state.

Colleagues describe a lawyer who understands both the mechanics of litigation and the procedural demands of appellate work. He balances attention to detail in pleadings with a practical sense of when an appeal is warranted. He has moved between trial-level tasks and appellate strategy often enough to be comfortable in both arenas.

As of 2026 Toohey continues to practice in Pennsylvania. He is admitted to the Federal Circuit and the U.S. Supreme Court and retains memberships in the Pennsylvania State Bar and the Westmoreland County Bar Association. He handles state and federal matters, including appellate work.
