About Mr. Charles L. Scott
Mr. Charles L. Scott jr. earned his B.A. from Washington & Lee University in 1978 and a J.D. from the University of Baltimore School of Law in 1982. The arc of his career runs from classroom to courtroom. He took the law degree and began building a practice in Maryland that has lasted decades.
He joined what became Scott and Scott Lawyers and became a partner there in 1985. He moved into firm leadership early and has remained a steady presence at the firm since then. Colleagues describe him as the sort of lawyer who prefers the steady, day-to-day work of litigation preparation and courtroom procedure to public fanfare.
Scott is admitted to practice in Maryland, before the U.S. Supreme Court and in the U.S. District Court for the District of Maryland. He has kept active bar and court credentials throughout his career. Membership in bar groups has been a constant element of his professional life.
His involvement in professional associations is extensive. He has been a member of the Maryland State Bar Association since 1986 and joined the Maryland Trial Lawyers Association in 1990. He has belonged to the Maryland Criminal Defense Lawyers Association since 1995. He also holds membership in the Maryland Association for Justice and the MSBA Judicial Appointments Committee. At the local level, he has been part of the Cecil County Bar Association since 1985 and became president of the Cecil County Maryland Bar Association in 2011, a position he continues to hold.
Scott has served in roles beyond membership. From 1995 until 2007 he chaired the Cecil County Ethics Commission, a period that covered a number of local governance issues and required careful attention to procedural fairness. His long service in bar organizations and on the ethics commission reflects sustained engagement with the legal community in Cecil County and across Maryland.
In practice he handles courtroom work that ranges from criminal defense matters to civil trials. His standing memberships in trial and criminal defense organizations track with the types of cases he files and defends. He has also appeared in federal court matters and holds the credential to present cases at the nation’s highest bench.
Now in 2026 he continues at Scott and Scott Lawyers. He maintains active bar membership and practices primarily in criminal defense and civil trial work.
