About Jobeth Rocky

Jobeth Rocky Bowers earned her Juris Doctor from the University of Baltimore School of Law in 2014. She attended law school beginning in 2011 and completed the degree in 2014. Her legal education provided a foundation in trial work and courtroom procedure, subjects she continued to pursue after graduation.

Early in her career Bowers became active in professional circles. She has been a member of the Maryland Association for Justice since 2008. She also has ties to the Maryland Criminal Defense Lawyers Association. Those affiliations have kept her engaged with peers and current developments in both civil and criminal practice.

Bowers is authorized to practice in Maryland and before the United States Court of Appeals for the Fourth Circuit. Her work spans state and federal matters, which has required attention to differing procedural rules and appellate practice. That dual admission informs how she evaluates cases and plans litigation strategies.

Her experience includes participation in state professional organizations that emphasize trial advocacy and criminal defense. She has contributed to group efforts and attended continuing legal education programs sponsored by these associations. In her day-to-day practice Bowers operates out of two locations: a Main Office and a Downtown Office. Colleagues describe her approach as methodical; she breaks complex problems into manageable parts and prepares each piece of a case with care.

Outside of courtroom work she remains engaged in professional development. She attends seminars and association meetings to keep up with rule changes and recent appellate decisions that affect client representation. As of 2026 she continues to maintain active practice in Maryland and before the 4th Circuit, focusing her work on criminal defense and related litigation matters.
