About Michael E.
Michael E. Clark combines decades of courtroom experience with a layered academic background in law and related fields. He earned a B.A. in English from the University of Texas at Arlington in 1976 and a J.D. from South Texas College of Law in 1979. He returned to the University of Houston for graduate study, completing an LL.M. in Taxation in 1994 and an LL.M. in Health Law in 1999.
Clark began his public-service legal career in local and federal prosecution. In the early 1980s he served in the Galveston County District Lawyer’s Office as an assistant district lawyer. By 1987 he had moved to the U.S. Attorney’s Office for the Southern District of Texas, where he served as Chief of the Criminal Division and as an Assistant U.S. Lawyer. Those years in the prosecutor’s office formed the backbone of his litigation work.
He entered private practice in the late 1990s and held partner roles at major Texas firms. He joined Gardere Wynne Sewell LLP as a partner in 1998 and became a partner at Hamel Bowers & Clark LLP in 2000. Over the following decades he took on senior counsel and of counsel roles at several national firms, including Duane Morris LLP in 2010, Baker, Donelson, Bearman, Caldwell & Berkowitz, PC in 2019, and he joined Womble Bond Dickinson (US) as senior counsel in 2022.
Clark is admitted in Texas and is also admitted to practice before the U.S. Supreme Court and the U.S. Court of Appeals for the Fifth Circuit. He holds board certifications in criminal law from the Texas Board of Legal Specialization and is certified as a Criminal Trial Advocate by the National Board of Trial Advocacy. Those credentials reflect a long-running trial practice and regular engagement with federal criminal matters.
He has been active in professional organizations, particularly within the American Bar Association. His service there has included membership on the Governing Council of the ABA Section of Health Law from 2008 to 2014, roles as secretary and co-chair of the executive publishing committee, vice chair, and chair of the section. He served on the ABA Standing Committee on Publishing Oversight from 2008 to 2010 and held leadership roles in committees addressing white-collar crime in both the ABA Section of Criminal Justice and the ABA Section of Business Law. He also serves on the Advisory Board of the University of Houston Law Center’s Criminal Justice Institute.
Across public and private practice, Clark’s work spans criminal defense, federal prosecutions, health law compliance, and white-collar matters. He practices primarily in white-collar criminal defense, health care regulatory work, and federal criminal representation at Womble Bond Dickinson (US).
