About Megan D.
Megan D. Halter earned her bachelor’s degree from LaSalle University in 1993 and completed her J.D. at Widener University Delaware School of Law in 2002. Her academic path placed her in the center of the Philadelphia-area legal community during a formative period. She finished law school at Widener and then moved into practice in the region.
Her entry into the legal world began in the mid-1990s at Reger Rizzo, where she held a position in 1995. While completing her law degree she worked as a paralegal at Blank Rome, LLP in 2001. After receiving her J.D. in 2002 she was associated with Reger Rizzo & Darnall LLP. In 2008 she took on a role outside of traditional practice as Human Resources Manager at Martin Banks. By 2012 she was again listed as a lawyer at Reger Rizzo & Darnall LLP, an office she is connected to in the present record.
Halter is admitted to practice in Pennsylvania and is also admitted to the U.S. District Court for the Eastern District of Pennsylvania. She maintains memberships in several professional organizations, including the Chester County Bar Association and the Education Law Association. She also serves on the Special Education Citizens Advisory Committee in Cecil County and holds membership in the Council of Parent Lawyers and Advocates (COPAA).
Those affiliations reflect the kinds of matters that occupy much of her time. Her work encompasses education law and matters involving special education advocacy and parent representation. She has experience on both the administrative side and in roles that require coordination with school systems and families. Her time in human resources informs her understanding of school and workplace policy and procedural issues.
Colleagues and clients have encountered Halter in administrative hearings, consultations on education plans, and in discussions about procedural safeguards available to students and families. She combines courtroom familiarity from her federal and state admissions with hands-on committee work that connects legal analysis to the practical details schools must follow.
Currently she is associated with Reger Rizzo & Darnall LLP and continues to handle matters related to education law, including special education advocacy and related administrative proceedings.
