About Matthew R
Matthew R Winchell took a steady, practical path into the law. He arrived at it through community college courses, then a state university, and finally law school. The route left him with courtroom experience and a series of short, hands-on positions that shaped his early practice.
He earned an A.A. in Business Management from Mohawk Valley Community College in 2017, a B.A. in History from Syracuse University in 2019, and a J.D. from Albany Law School in 2023. Those credentials sit alongside a sequence of internships and clerkships that began while he was still a student and continued after graduation.
Winchell's on-the-ground training includes a 2021 internship at the Law Office of Jennifer M. Osiecki and a 2022 internship at Tully Rinckey, PLLC. In 2023 he spent time in public defense, interning at both the Oneida County Public Defender’s Office and the Federal Public Defender’s Office for the Northern District of New York. That same year he joined Passalacqua & Associates, LLC as an associate lawyer. He moved to Tully Rinckey, PLLC as an associate in 2024.
Those roles gave him repeated exposure to criminal defense work and courtroom procedures at both the county and federal levels. He has experience in case preparation, client interviews, and motion practice from entry-level positions up through his associate roles. Colleagues and supervisors have placed him where daily caseloads demanded early familiarity with trial calendars and discovery workflows.
Since 2024 Winchell has been active in several professional organizations. He is a member of the National Association of Criminal Defense Lawyers and the New York State Academy of Trial Lawyers. He also belongs to the Northern District of New York Federal Court Bar Association and the Oneida County Bar Association. His membership in the United States Conceal Carry Association’s General Lawyer Network reflects an interest in firearms law and related regulatory questions.
