About Matthew F
Matthew F Chalmers took a deliberate path into the legal side of public policy. He earned a B.A. in political science from Stanford University in 2008 and later completed a J.D. at the University of California, Davis, School of Law in 2015. Those formative years combined classroom work in law and politics and set the stage for a career that crosses public agencies and private practice.
Soon after law school, Chalmers moved into government work. In 2016 he joined the California Energy Commission as Senior Counsel. He spent that period working inside a large regulatory agency during a time of intense policy discussion about energy and the environment. The role put him in the middle of rulemaking, agency procedures and the kinds of legal questions that come up when state policy and industry interests collide.
He has also maintained ties to the professional community. Since 2017 he has been a member of the California Lawyers Association’s Environmental Law Section. In 2023 he joined the Energy Bar Association. Those memberships indicate ongoing engagement with peer networks that focus on environmental and energy law issues and the shifting regulatory landscape in California.
In 2023 Chalmers founded Birch Citadel and took the title of CEO. The move marked a transition from a government attorney role to leadership of a small law enterprise. As founder and chief executive he oversees the firm’s work and manages its strategic direction. The decision to start Birch Citadel followed several years inside state government and reflects a common path for lawyers who translate public-sector experience into private practice.
Colleagues and clients describe Chalmers as methodical and pragmatic. He draws on a background in political science and legal training to analyze regulatory questions, draft submissions and counsel clients on procedural steps.
