About Kevin Kenneth

Kevin Kenneth Kilby brings a background in public administration and law enforcement to his legal practice. He earned a J.D. from Western Michigan University Cooley Law School in 2005. Earlier degrees include a Master of Public Administration from Drake University (1999) and a B.S. in Public Administration from Upper Iowa University (1997). He also completed police and law enforcement training at the University of North Dakota in 1991 and the Iowa Law Enforcement Academy in 1992.

Kilby began his working life in roles tied to public safety and municipal operations. That early experience informed his move into law. After law school he entered private practice and over time expanded the scope of his work to include municipal law, civil litigation and alternative dispute resolution. His background in policing and public administration gives him a practical perspective when advising city councils, public employees and local boards.

He is admitted to practice in Michigan and is also admitted to appear before the Federal Circuit and the U.S. Supreme Court. Those admissions reflect a practice that at times involves appellate work and federal filings, though much of his day-to-day work remains rooted in state and local matters. Colleagues describe him as methodical; he is careful with procedure and attentive to the factual record. He has been active in professional circles, serving with the Michigan Association of Municipal Lawyers since 2018 as an inductee in the Academy of Municipal Lawyers.

Since 2023 Kilby has held multiple local roles. He is a member of the Saginaw County Bar Association and is listed as a General Civil Mediator under the State Court Administrative Office’s MCR 2.411 roster. Those credentials allow him to handle mediations in civil cases and to assist parties seeking settlement outside the courtroom. He often draws on his public-sector knowledge when mediating disputes that touch on municipal operations or public-employee issues.

He practices at McGraw Morris PC, where his work covers municipal law, civil litigation, mediation and matters that intersect with public safety and local government administration. He teaches himself through practice; he reads regulatory changes closely and attends association programs to stay current on municipal developments.

Kilby maintains a practice that combines litigation, advisory work for local governments and civil mediation services. He currently practices at McGraw Morris PC, concentrating on municipal law, civil mediation and related litigation.
