Kevin K. McDonnell is a licensed attorney admitted to practice law in the State of California. He was admitted to the California State Bar in 1999. His license is currently in active status. Mr. McDonnell is a partner at Jeffer Mangels & Mitchell LLP, a full-service law firm located at 1900 Avenue of the Stars, 7th Floor, Los Angeles, CA 90067. He has been practicing law for over 26 years, serving clients throughout Southern California.
Mr. McDonnell earned his Juris Doctor degree from Southwestern University School of Law in 1999. Prior to law school, he completed his undergraduate education at California Polytechnic State University, San Luis Obispo, receiving a Bachelor of Science degree in Civil Engineering in 1986. He furthered his education with a Master of Science degree in Structural Engineering from California State University, Northridge, in 1992.
Mr. McDonnell concentrates his practice in the areas of land use, zoning, entitlements, building construction regulation, and occupancy compliance. He represents developers, commercial and industrial property owners, and luxury housing owners in matters involving commercial, industrial, and residential projects, including multi-family, office, hotels, condo-hotels, retail, mixed-use, and luxury residences. His practice encompasses all stages of litigation, including compliance counseling, representation before government and regulatory organizations, litigation, and dispute resolution.
Throughout his career, Mr. McDonnell has handled cases in the Superior Court of California for the County of Los Angeles and the United States District Court for the Central District of California. He has also appeared before the California Court of Appeal on multiple occasions. Prior to joining Jeffer Mangels & Mitchell LLP, he served as a building official for the City of Los Angeles, providing him with unique insight into zoning and building code applications and code enforcement issues.
Mr. McDonnell is an active member of the Los Angeles County Bar Association, where he formerly chaired the Legislative Review Sub-Committee of the Environmental Law Section. He is also a member of the American Society of Civil Engineers, the Structural Engineers Association of California, and the American Bar Association. He is a licensed Structural Engineer and a Registered Professional Civil Engineer in California. Additionally, he has been recognized in the 2025-2026 edition of Who's Who in Professional Engineers.
