About Kelsey Dyann
Kelsey Dyann Morfitt built a career that moves between military service, legislative work and private practice. Her path begins in the classroom and then shifts into roles that require both legal precision and the ability to distill complex policy into clear language.
She earned a B.A. from Pacific Lutheran University in 2006, where she studied Spanish and political science. She continued her studies at Gonzaga University School of Law and received her J.D. in 2009. Those years provided a foundation in legal analysis and research, and they preceded a sequence of public service roles.
In 2010 she served as a Judge Advocate General lawyer in the U.S. Air Force. That post placed her in an environment where legal counsel intersected with military operations and personnel matters. The role required quick judgment and attention to procedural detail, and it exposed her to a range of administrative and regulatory issues that many civilian practitioners do not often see early in their careers.
After her time in uniform, Morfitt moved into legislative work. In 2017 she worked as session counsel for Washington State Senate Committee Services. She then spent 2018 as a session researcher and bill drafter for the Hawaii State Senate. Those positions involved drafting statutory language, researching precedent, and preparing materials for committee deliberations. The work sharpened her ability to translate policy goals into workable statutory text and to anticipate legal questions that arise during the lawmaking process.
In 2019 she joined Lutz & Associates, P.S. as an associate lawyer. At the firm she added private practice experience to her resume, applying skills from military and legislative service to client matters. Her time at the firm broadened her exposure to litigation and advisory work typical of a general practice environment.
Morfitt is licensed to practice in Washington and has balanced roles in public institutions and a private law firm.
