About Kathryn
Kathryn Donnelly began her professional path at the United States Military Academy, where she earned a B.S. in 1990. She continued her legal studies at The University of Texas School of Law, receiving her J.D. in 1999, and later completed an LL.M. at the Judge Advocate General’s School in 2004. Those credentials bracket a career that moves between uniformed service and civilian legal practice.
Her first assignments were in the Army. After graduating from West Point she served as a military intelligence officer. She returned to legal roles following law school and served as a judge advocate with the 3rd Infantry Division beginning in 1999. The combination of operational and legal experience shaped her early professional outlook.
Over the next decade she took on progressively senior legal responsibilities within the military justice system. She was Deputy Staff Judge Advocate for the 7th Joint Multinational Training Command in 2006. In 2008 she served as Deputy Chief and Executive Officer in a litigation division. The next year she acted as a Special Assistant U.S. Lawyer in the U.S. Attorney’s Office for the District of Columbia, and in 2010 she held the position of Staff Judge Advocate. Those roles involved litigation, legal advising, and administrative oversight in government contexts.
Donnelly transitioned into civilian practice later in the 2010s. She joined Tully Rinckey PLLC as an associate in 2016. In 2019 she became of counsel at Levene Gouldin & Thompson, LLP, where she remains listed. She holds admission in both Texas and New York and has been a member of the Broome County Bar Association since 2016. Her background combines service in federal offices and roles at private firms.
Her career mixes courtroom work, government service, and military legal operations. That mix informs how she approaches cases and client matters. Her current practice focuses on civil litigation and legal matters arising from military and federal service.
