About John S.

John S. Rand brings an uncommon combination of training to his legal work. He began his professional path in the sciences, earning a Bachelor of Science in Pharmacy from the University of Connecticut in 1986. He went on to study law at Pace University, receiving his J.D. in 1990. Those two degrees shape the angles from which he approaches problems.

His early career moved him from pharmacy into litigation and regulatory practice. He has worked at Clark, Gagliardi & Miller, where that dual background informed how he handled matters touching on healthcare regulation and product liability. Over time he built experience in courtrooms and before regulators, translating clinical and scientific concepts into legal arguments and client advice.

He is admitted to practice in New York and holds admission to several federal courts, including the U.S. District Courts for the Eastern, Southern and Northern Districts of New York, as well as the U.S. Court of Appeals for the Second Circuit. That federal admission has allowed him to take on matters that require briefing and argument at both trial and appellate levels.

Rand is active in professional associations that mirror his mixed practice interests. He maintains membership in the New York State Bar and the American Bar Association. He is also a member of the American Society for Pharmacy Law, and he participates in local bar organizations, including the Bronx County and Westchester County Bar Associations. Those affiliations provide him with ongoing exposure to developments in healthcare regulation and civil litigation.

Colleagues describe his work as careful and detail-oriented. He often handles regulatory compliance questions, administrative hearings, and litigation involving pharmaceutical issues. In litigation he has worked to connect technical records and expert analysis to procedural remedies and legal standards. He prepares filings, handles discovery that involves scientific materials, and presents arguments that aim to clarify complex factual backgrounds for judges and opposing counsel.

Outside of court filings and hearings, Rand advises clients on compliance obligations and risk management tied to pharmacy and healthcare operations. He approaches those tasks by parsing statutes, agency guidance, and case law to identify practical steps clients can take.

He continues to practice in New York and in the federal courts where he is admitted. He maintains a practice that addresses legal issues at the intersection of healthcare and law.
