About Joel S.
Joel S. Luber studied economics at the University of Pennsylvania, earning a B.S. in 1974. He went on to the University of Pittsburgh School of Law, where he received his J.D. in 1977. Later he completed an LL.M. in Taxation at New York University School of Law in 1981. That combination of economics and advanced tax study shaped the arc of his legal career.
He entered private practice after law school and built a career that moved through several regional firms. In 1998 he became a partner at Caplan & Luber, LLP. He joined Jacoby Donner, P.C. as counsel in 2005 and then served as principal at Offit Kurman, P.A. starting in 2010. In 2013 he was a partner at High Swartz, LLP. The following year he took a partner role at Reger Rizzo & Darnall LLP, a position he has held since 2014. Those moves reflect steady work on corporate, trust and tax matters over decades.
Luber’s academic credentials are reflected in the courts where he is admitted to practice. He is admitted in Pennsylvania and before the U.S. District Court for the Eastern District of Pennsylvania, the Third Circuit and the Fourth Circuit. He is also admitted to the U.S. Tax Court. His LL.M. in Taxation from NYU informs how he approaches disputes that involve federal tax rules and estate valuation questions.
Colleagues and clients have encountered Luber in business and estate planning matters as well as in contested tax proceedings. He has handled transactional work for individuals and small to mid-sized businesses, and he has addressed issues that arise when tax law and estate planning intersect. He brings the kind of detailed analysis that tax litigation and complex estate matters demand, and he often works alongside other professionals such as accountants and financial advisors to resolve technical issues.
Luber remains active in the bar and local professional organizations. He holds memberships in the Pennsylvania State Bar, the Pennsylvania Bar Association and the American Bar Association. Locally he is part of the Philadelphia County Bar Association and the Chester County Bar Association. He also participates in the Philadelphia Estate Planning Council and the Chester County Estate Planning Council, which reflects ongoing engagement with estate planning practice and peers.
After more than four decades in practice, Luber continues to represent clients in federal and state tax matters and in estate planning and administration. His current practice centers on federal tax and estate planning matters.
