Jennifer Erin Duggan is a licensed attorney admitted to practice law in California in 1996. She holds and maintains an active license status. Ms. Duggan is a senior partner at Duggan McHugh Law Corporation, a law firm located at 100 Howe Avenue, Suite 260, Sacramento, CA 95825. She has been practicing law for over 28 years, focusing on employment law and litigation, and serves clients throughout Northern California.
Ms. Duggan earned her Bachelor of Arts degree from the University of California, Davis, in 1992. She then pursued her Juris Doctor at the University of Oregon School of Law, graduating in 1996. During her time at Oregon, she served as the editor-in-chief of the Journal of Environmental Law and Litigation and received the Oregon State Bar Securities Regulation Scholarship. Additionally, she obtained a business law certificate from the University of Oregon School of Law.
Ms. Duggan specializes in employment law and litigation, representing employers of all sizes. Her practice areas include defending wage and hour class action lawsuits, PAGA claims, individual harassment, discrimination, and retaliation claims, as well as contract and tort-based employment litigation, and unfair competition and trade secret litigation. She also works closely with clients to proactively minimize the risk of employment lawsuits and to ensure they are well-positioned to defend themselves should legal challenges arise. Her practice encompasses all stages of litigation, including initial case evaluation, discovery, mediation, settlement negotiations, and trial proceedings in both state and federal courts.
Throughout her career, Ms. Duggan has handled cases in the Superior Court of California for the County of Sacramento, the United States District Court for the Eastern District of California, the United States District Court for the Northern District of California, the United States District Court for the Southern District of California, and the United States Court of Appeals for the Ninth Circuit. She has also appeared before the California Court of Appeal on multiple occasions. Prior to founding Duggan McHugh Law Corporation, she practiced employment law at one of Sacramento's largest law firms, where she represented employers in a broad range of industries and appeared in both state and federal courts and before administrative agencies.
Ms. Duggan is an active member of the Sacramento County Bar Association, Labor & Employment Law Section, and the Women Lawyers of Sacramento. She has served as the president of the Barristers' Club of Sacramento and has been a member of the University of Oregon Law and Entrepreneurship Center Advisory Board. She has also been involved with the Sacramento's No Glass Ceiling Task Force and the Sacramento Area Human Resource Association. Ms. Duggan has been recognized with several honors, including the Women Who Mean Business Award from the Sacramento Business Journal in 2010, the Frances Newell Carr Achievement Award from Women Lawyers of Sacramento in 2017, and inclusion in Super Lawyers from 2012 to 2025. She is fluent in English and Spanish, allowing her to serve the diverse communities of Northern California effectively.
