About Jeffrey Bennett
Jeffrey Bennett Cullers built his legal foundation through two rigorous programs. He earned a J.D. from SMU Dedman School of Law in 2008 and returned to graduate study at The University of Denver Sturm College of Law, completing an LL.M. in Natural Resources and Environmental Law in 2010. Those years of study shaped the technical side of his practice and gave him specialized training in environmental and resource issues.
He entered private practice not long after finishing his degrees. In 2015 he joined Herms & Herrera, LLC as an associate and later became a partner. In 2022 he and a colleague established Herms & Cullers, LLC, where he holds the title of partner. He is admitted to practice in both Texas and Colorado, and he has maintained membership in the Larimer County Bar Association since 2015.
Cullers’s LL.M. informs the kinds of matters he takes on. He draws on that training when advising clients on environmental and regulatory questions. His work often touches on the intersection of law and natural resources, including administrative processes and compliance matters tied to the environment. He handles both transactional and administrative aspects of those issues, rather than litigating exclusively in court.
Colleagues describe him as methodical and detail-oriented in preparing filings and in assessing regulatory risk. He spends much of his time reviewing permits, interpreting environmental rules and assisting clients in navigating administrative procedures. Those tasks require close attention to statutory language and agency practice, and his academic background prepares him for those demands.
Outside the office, his professional associations reflect a local practice rhythm. His ongoing membership in the Larimer County Bar Association signals regular engagement with peers and local court practices. Since forming Herms & Cullers, LLC, he has continued to work from private practice and to advise clients across jurisdictional lines in Texas and Colorado. He currently practices as a partner at Herms & Cullers, LLC, where he focuses on environmental and natural resources matters and related regulatory work.
