About James Portman

James Portman Webster earned his Juris Doctor from Willamette University College of Law in 2006 after completing his undergraduate studies. He arrived at law school at a moment when the legal profession was changing rapidly. School records show he completed the J.D. program in 2006, and he went on to build a practice that spans both state and federal arenas.

He began practicing law soon after graduation and established his own firm early in his career. From 2007 to 2012 he served as managing partner of James Portman Webster, PLLC. In 2012 he reorganized the practice under the name James Portman Webster Law Office, PLC, where he remains managing partner. Those moves marked a shift from a small start-up to a more formally structured practice.

Webster is admitted to practice in Arizona and has experience handling matters before the Federal Circuit. He has managed litigation and other proceedings that required filings and appearances across different court systems. Colleagues describe him as methodical in court preparation and precise in written submissions. He favors clarity over jargon and aims to present issues in a straightforward way.

His work has required juggling case law, procedural rules, and client expectations. Familiarity with the rules that govern federal appellate practice has been part of his workload, particularly when cases touch on appeals or questions of federal jurisdiction. At the same time, his practice has remained anchored in Arizona, where he handles matters that begin in state forums and sometimes move into the federal system.

Outside the day-to-day practice, Webster has maintained the administrative responsibilities that come with managing a firm. That includes supervising staff, setting firm policies, and handling the business decisions that affect how a small law office operates. He moved from the PLLC structure to the PLC in 2012, a change that reflected a different organizational approach while keeping client service at the center of the firm’s work.

Clients and peers see him as a lawyer who prefers substance over rhetoric. He prepares cases deliberately and relies on careful legal research. Today he continues to practice through James Portman Webster Law Office, PLC, handling matters in Arizona and appearing in proceedings before the Federal Circuit when required, and his current practice focuses on representation in those jurisdictions.
