About Jacqueline
Jacqueline Garcell began her legal studies at the University of Miami and completed her law degree at Florida International University College of Law. Her education laid a foundation in both state and federal legal principles. Classwork and clinics at FIU introduced her to courtroom practice and the mechanics of litigation.
After law school she entered private practice and rose to partnership at Lipcon, Margulies & Winkleman, P.A. Over the years she has handled matters that required appearances in both Florida courts and the 11th Circuit. That dual admission has shaped the kinds of matters she accepts and the strategies she deploys in court filings and oral argument.
As a partner and lawyer at Lipcon, Margulies & Winkleman, P.A., Garcell divides her time between case preparation, motion practice and courtroom work. She represents clients in proceedings that proceed in state and federal forums, preparing written submissions for judges and advocates at hearings. Colleagues describe her as methodical in developing case themes and unafraid to press complex legal points when the facts require it.
Garcell maintains active memberships in several local bar organizations. She belongs to the Dade County Bar Association and the Cuban American Bar Association. Those memberships provide a regular source of continuing legal education, local rules updates and professional networking. She routinely attends bar events and contributes to discussions on practice developments affecting the Miami legal community.
Her practice is litigation-oriented and anchored by courtroom experience in both trial and appellate settings. Admitted to practice in Florida and before the 11th Circuit, Garcell prepares appeals, drafts appellate briefs and handles the procedural demands unique to federal appellate practice when cases move beyond trial court. Her work also includes drafting pleadings, managing discovery and negotiating resolutions when settlement is warranted.
Outside the courtroom she meets regularly with clients to map litigation strategy and outline potential outcomes. That client work often involves explaining procedural steps and setting realistic timelines for litigation and appeal. She balances the demands of partnership responsibilities at the firm with casework that requires detailed calendaring and close coordination with co-counsel.
Garcell currently serves as a partner at Lipcon, Margulies & Winkleman, P.A., representing clients in matters brought in Florida courts and the 11th Circuit.
