About Jacob
Jacob Loehr completed a stacked Texas education before moving into private practice. He earned his Juris Doctor from the University of Texas at Austin in 2021 after finishing a Master of Public Policy at the University of Texas at Dallas in 2018. He also completed both a Bachelor of Arts in Political Science and a Bachelor of Science in Public Affairs at UT Dallas in 2016. Those consecutive degrees gave him sustained exposure to law, policy and public-sector questions over more than a decade of study.
His professional path began quickly after law school. In 2021 he joined Polsinelli PC as an associate lawyer, a role that introduced him to the daily demands of firm practice and client work. The following year he moved to Winstead PC, also as an associate. Those early years at two national firms put him inside collaborative teams and on matters that cut across state lines and practice areas. He handled responsibilities typical for associates, including research, drafting and client communications, while learning firm-based workflows and courtroom procedure.
Loehr maintains licensure in both Texas and Colorado. That dual jurisdiction profile reflects his regional ties and mobility between legal markets. It also allows him to take on matters that involve state law in more than one jurisdiction. His background in public policy complements his legal training and informs how he approaches statutory text and regulatory frameworks.
Colleagues describe Loehr as methodical and precise in handling documents and court filings. He blends a policy-minded perspective from his graduate studies with practical experience gained at larger firms. He has worked inside teams on matters that require both analytical research and clear written advocacy. The record of moving from associate roles at Polsinelli and Winstead to his present position signals a steady career progression and familiarity with complex client needs.
He now practices at Cofer & Connelly, PLLC. At the firm he continues to advise and represent clients on matters arising under Texas and Colorado law. His practice concentrates on client counseling and representation across state matters, applying his combined legal and policy education to the issues clients bring to the firm.
